Terry Watne reviewed connection with national group AONE. AONE linked to AHA, so local organization connected to NDHA. Karen Haskins offered NDHA as a resource for NDONE or individual facilities, as receives information/material from various workforce groups nationally via AHA.
Need to define value and utilization opportunities for clinical nurse specialists.
JoAnn Sund, Manager of Operation Support Services and Nancy Rude, Education, MeritCare, are participants in a literary review that is being conducted through Tri-College to further define the role and areas of need for clinical nurse specialists. Need more information on utilization, cost-effectiveness of role, how CNS role impacts outcomes, and influences management of populations.
There are four tracks at Tri-College: Primary Care, Transcultural, Education and Parish Nursing.
Discussed that there is need for improvement of collaboration between academic and practice settings.
Hospitals play an important role, as well as nurse leaders, to be responsible in defining picture as employers and utilizers of healthcare services.
Reports:
Had approximately 25 nurses in attendance, from various settings.
Mary Smith gave a summary of journey leading up to present, regarding legislative action and level of entry.
Discussed why BON has had oversight for nursing education programs and the purpose of NDNA to move debate regarding educational qualification outside of legislative arena.
Refer to NOLF meeting minutes for more information.
NDONE’s stance at present, following discussion, is that more information is needed before offering support, as to whether over-site of nursing education should remain with the Board of Nursing or if higher education should assume responsibility for over-site if Century code changed.
E. Quigley will follow-up with NDNA. NDONE would like information regarding investigation research of the implications of such change and how it will impact practice. What are the benefits and drawbacks of such a change? Connie Kalenek, Ph.D., RN, is to be providing points to NDHA to be distributed.
E. Quigley indicated it would be helpful if minutes via NDNA were sent out more timely.
Discussed AONE’s upcoming National Conference.
E. Quigley proposed that NDONE should sponsor another officier, as she is being sponsored through her organization. It was proposed that $1,500.00 be allocated for attendance to AONE conference for an officier. T. Watne seconded. All present in favor of motion. None opposed.

Brief discussion regarding number of employees volunteering for smallpox vaccinations. T. Watne reports that Altru developed a screening tool for employees.

AONE for presidential dues to organization.

Melana Howe called for a motion that the fee be paid to AONE.

29 members – 28 paid and one honorary.
5 members of NDONE attended the NDNA Conference so no fee anticipated.
Old Business:
Concerns expressed by members of CUNEA regarding the number of nurse educators expected to retire in the future and the declining number of nurses seeking to be educators.
Education track – Minot State – 10, University of Mary – 10, UND – 0, some in the PhD – More in NP and CRNA programs.
Discussed the 2 + 2 program at Dickinson. Also, assisting individuals in the transferring of credits. Look at the LPN program, and our focus on RN’s. Could utilization of LPN’s be expanded on? Need to look at curriculums – are the universities preparing nurses that are able to meet the expectations/needs of healthcare facilities?
Concerns expressed that LPN’s coming in from out of state may have less education than LPN’s in ND. Need to unite nursing organizations to help move issues forward and bring some resolution to these long standing problems. Need to decide what our education model is.
M. Howe suggested NOLF as a group, may be good representation as most nursing specialty groups are represented in NOLF. M. Howe offered to contact NOLF and will inquire if a task group could be established to help bring organizations together to focus on level of entry, practice, and retention of nurses. E. Quigley is representative from NDONE to NOLF. A motion was put forth that a subcommittee should be established within NDONE to meet with CUNEA and form a task group to work on issues as discussed above. T. Watne and E. Quigley both volunteered to be part of subcommittee. E. Quigly will make contacts.
Clinical Nurse Specialist – The question was raised as to what we as an organization can do to support clinical nurse specialists. Could AONE assist or get more involved to help graduates? How can we move system forward to help nurse specialist gain appropriate reimbursement for services? Dr. Jane Geat – collecting data on graduate education programs and pay. Robert Wood Johnson Report was encouraging regarding these issues.

North Dakota Nursing Workforce Data Project – please see attached copy to your

renewal, 3) Nurse Education Loan Program, 4) Advance Practice R.N.

Welcome and introduction by Linda Knodel.
PRESENTATION:
Jim Hirsch, ND Department of Commerce
Topic: Nursing
Education funds for acute care facilities.
Mr. Hirsch provided information regarding the North Dakota Health Related
Technical Skills Training Project. The
North Dakota Department of Commerce was designated as the fiscal agent and grant
recipient for the project.
The North Dakota Workforce Development Council and North Dakota’s
State/Local Workforce Investment Board are the applicant and project manager for
the Department of Labor’s H-1B Technical Skills Training Grant.
The Department of Commerce has previously administered federally funded
programs.
The goal of this project is to decrease the need to utilize foreign
workers by providing technical skills training in career ladder occupations that
are health related. The goal
includes reducing the shortage of nurses, improve retention and reduce turnover.

Mr. Hirsch indicated that money is available, but time is of the essence.
The grant went into effect December 14, 2001.
Organizations/facilities may be able to get extensions for 12 months.
If interested, you need to identify specific occupational needs and
conduct a survey or needs assessment. The
Department of Commerce has information on how to access the co-op grant and
become a participant.
Karen Hoskins from NDHA suggested that the data that NDHA has been
compiling would serve as a useful needs assessment.
Karen indicated that data should be available in June and could be
submitted to the ND Department of Commerce.
Mr. Hirsch encouraged that interested participants let legislative representation know that the need is on-going and that funding needs to be designated for these purposes.
Matching Funds:
Partner nursing facilities and hospitals will be providing
over $1 million in match funding for the project.
Project Priorities:
1. Enrollment of entry-level workers into the distance-learning programs set up by nursing facility consortiums delivered by our State colleges and Universities.

2. Enrollment of entry-level workers, from our partner nursing facilities and hospitals, into nursing programs with our State’s colleges and universities where distance-learning programs are not available.
3. Enrollment of entry-level workers into nursing programs from nursing those facilities and hospitals who expressed an interest in partnering after the grant award was announced if that nursing facility or hospital agrees to support the project by providing non-federal match and report information on individuals trained.
4. Remaining funds will be used to assist former health care workers become certified or licensed and to assist other employed and unemployed individuals who are interested in pursing a career in the nursing profession and continuing to work in North Dakota.
Project Services:
Project funds will be used to assist with the payment of
tuition and books for the Certified Nursing Assistants who are enrolled in and
being trained as Certified Medication Aides, Licensed Practical Nurses or
Registered Nurses.
No grant funding is available to assist with training of
Certified Nursing Assistants. On a
case by case basis, some individuals may be eligible for funding assistance for
this training from the Workforce Investment Act (WIA) or the Temporary
Assistance to Needy Families (TANF) programs.
The costs of training C.N.A.’s can be used as a part of the non-federal
match for the grant funds.

POPULATION SERVED:
230 employed and 793 unemployed workers dislocated workers, welfare
recipients, minorities, disabled and other unemployed and underemployed
individuals, including Native Americans.
BRIEF DESCRIPTION:
The goal of the project is to decrease the need to import foreign workers
by providing technical skills training in career ladder health related
occupations. The project will
establish an employer led partnership in the health related occupations,
establish and support career ladder training in nursing occupations within the
partner long term care nursing facilities and hospitals, and will focus on
formerly licensed nurses re-entering the workforce offering refresher training
using distance-learning technology with onsite preceptors.
The project is designed to provide training opportunities for students
whose training needs are not met through the traditional educational model.
The outcomes will be training of 740 Certified Nursing Assistants, 20
Certified Medication Aides, 215 Licensed Practical Nurses and 48 Registered
Nurses.
KEY PARTICIPANTS:

Commerce, North Dakota Long Term Care Association, (42 basic care facilities and
88 nursing facilities), North Dakota University Systems, Job Service North
Dakota, State Board for Vocational and Technical Education, State Department of

Vocational Rehabilitation.

NDONE BUSINESS MEETING: May 10, 2002 10:45AM

APPROVAL/ADDITION TO THE AGENDA:
Update on previous NDONE meeting minutes.
Minutes approved. Minutes had been distributed to members via mail prior to
this meeting.
Jerriellen gave report.
Presently the balance in checking is $4,127.82, and balance in savings is
$1,178.47. $400.00 was paid to AONE
for NDONE charter membership fee. It
was proposed by Terry Watne that Jerriellen transfer funds to checking from
savings and she could determine the amount to transfer.
Motion approved.
OLD BUSINESS:
Discussion followed regarding what role NDONE might play as a source for being part of forming a consortium for the coop grant for staff development. Linda Knodel reported that she had inquired on behalf of St. Alexius, but a facility could not do so independently. A facility would need to be part of a consortium.
Jim Hirsch suggested a needs assessment was an important development component to initiate first. Karen Haskins reported that the NDHA has been conducting data collection pertaining to workforce issues and that data should be available in June of this year. Suggested that the information be provided to Mr. Hirsch to incorporate into a needs assessment.
A survey could be sent out to evaluate interest. It was discussed that the survey should have an explanation as to the intent of the survey. It was discussed that an explanation should accompany the survey. Some members present expressed concern that when a previous survey had been sent out to assess interest, only a few facilities responded and are now involved. Several members reported they had not been aware of the initial survey sent out in 2001.
Five components suggested by members present were 1) Internships, 2) Mentorship Programs, 3) Speciality Training, 4) University Course Work, 5) Career Ladders.
Linda Knodel reported that there was interest in offering speciality training courses at the University of Mary.
Other suggestions included work requirements for retention, such as stipulation of a
time frame for a trained individual to stay at a facility or in the state if that individual had benefited from grant money and the consortium’s assistance.
Discussion also involved the importance of collaborative efforts between organizations such as NDONE, NDNA, and CUNEA to meet and discuss the intent of the grant and worforce issues. Also, to share in discussion, issues related to entery of nursing students.
CUNEA had just recently met, so it was decided that the NDONE President,
M. Howe, would contact Sharon Moos regarding arrangements for a joint meeting
with CUNEX. A Subcommittee was also
established to formulate guidelines and compile data to evaluate the possibility
of NDONE being a consortium for the co-op grant.
This committee will then report at the next NDONE meeting.
Members are – Linda Knodel, Karen Haskins, Doris Vigen, Susan Buelow
and Ev Quigly suggested Trish Strom, Coordinator of Student Experiences at
MeritCare Hospital, Fargo. Ev will
contact Trish regarding.
The NDONE meeting will be held from 4:00 – 5:00 PM on the 25th of September, followed by a wine and cheese social from 5:00 - 6:30 PM on Wednedsday, September 25th.

initially contact Phil.
T. Watne motioned that if
Mr. Authier was able to attend and be the speaker, that NDONE should pay for
hotel, mileage and conference fee. E.
Quigly second. Members present agreed.
M. Howe will write a letter of invitation to Phil Authier.
OFFICER ELECTIONS:
Positions open: President,
Vice-President and Secretary. M. Howe requests two volunteer to help slate officers.
J. Feldner and T. Watne volunteered.
T. Watne will review by-laws regarding members at large and report at the
next meeting, if need to have these positions.
J. Felner will remain as the Treasurer for another term.
Officers will be elected in September.
Officers change in January, 2003.
AONE:
Region 6 & 8 Fall Conference – November 7 – 9th
– Minneapolis, Minn. Minnesota
Organization of Leaders in Nursing – would like to network with members of
NDONE and invite us to attend events such as the AONE Fall Conference.
Inquired of M. Howe what would be the best way to contact members.
Both E-mail and home addresses were suggested by members present. Sharon Tennis, MOLN President Elect will be contacted
regarding this.

Nursing Organizations Alliance (NOA) – uniting of NOLF and NFSNO on November
17, 2001.
Briefly reviewed recruitment retention related
opportunities and what some of the nursing organizations are doing in N.D.
NDNA is having an All Nursing Convention September 15 – 17th,
2002 at the Holiday Inn, Fargo, N.D.
NOLF will be having their next meeting at the convention
September 15th – Sunday afternoon.
NDONE members are invited to attend.
Sept. 16 – Exhibit Hall – booths are available for organizations to
display information.
NEW BUSINESS:
Clinical Nurse Specialist Reimbursements – Interest is
growing in obtaining reimbursement for clinical nurse specialists such as Psych
Nurses and Certified Diabetic Nurse Educators.

Quigly will obtain more information and bring back to share with NDONE members.
OTHER:
November 19th – Education – regarding Patient Safety – Doublewood Inn – Bismarck
